Sylff Program - Vietnam National University, Hanoi for Outstanding Doctoral Students


The Ryoichi Sasakawa Young Leaders Fellowship Fund (Sylff Program) at the Vietnam National University, Hanoi (VNU Hanoi), abbreviated as the Sylff Program - Vietnam National University, Hanoi, is a scholarship fund sponsored by the Nippon Foundation, Japan, and managed by the Tokyo Foundation for Policy Research. The Sylff Program supports outstanding candidates who are doctoral students in the fields of social sciences and/or natural sciences engaged in applied research contributing to the resolution of contemporary social issues. Authorized by the VNU Hanoi, the Vietnam National University, Hanoi - Foundation (VNU Foundation) serves as the steering committee overseeing the management of the Sylff Program at the VNU Hanoi.

As part of its activities, the VNU Foundation informs candidates who are doctoral students at universities or research institutes affiliated with the VNU Hanoi, and who have been nominated by the Political and Student Affairs Committee according to the Scholarship Award Notice of the VNU Hanoi for doctoral students, to please submit their applications for the Sylff Program, Vietnam National University, Hanoi.

I. Scholarship Description

1. The Steering Committee of VNU Foundation will decide to award scholarships annually to successful candidates after reviewing the submitted applications. The scholarship program will be disbursed in two installments, the first installment at the beginning of the year and the second installment at the end of the year. Candidates who fail to complete their research outcomes at the end of the first year will be required to return the first installment disbursed and will not receive the second installment.

2. During the scholarship period, candidates are required to report their study and research activities regularly to the VNU Foundation‘s Steering Committee.

3. The scholarship review process includes: the review round by member universities, research institutes of VNU Hanoi (if any); the professional review round by specialized committees of VNU Hanoi; and the review round for compliance with the conditions set by the VNU Foundation.

4. The Sylff Program will award a maximum of 03 scholarships per year, with a scholarship amount of 100,000,000 VND per year per candidate. The VNU Foundation may consider granting continual scholarships for the second and third year if the candidate meets all requirements.

5. For the 2023 scholarship program, under the guidance of the VNU Hanoi, the VNU Foundation will select candidates from the nomination list reviewed for the 2022 scholarship program by the Political and Student Affairs Committee. Other candidates can submit their applications for the scholarship program once detailed regulations are available.

6. The VNU Foundation will review applications upon receiving a sufficient number of applications. Candidates nominated for scholarships by the Political and Student Affairs Committee are requested to complete their applications by March 14, 2024. Scholarships will only be awarded from the year the candidate is notified of receiving the scholarship.

7. The program's steering committee will consist of the Management Board of VNU Foundation and other members designated by the Director of VNU Hanoi.

II. Scholarship Eligibility

- Vietnamese citizens who have graduated from universities and are currently enrolled in doctoral programs at universities or research institutes affiliated with the VNU Hanoi.

- Engaged in research in the fields of social sciences and humanities. The scholarship fund may consider candidates conducting research in natural sciences, but the research must contribute to interdisciplinary, applied, and practical solutions to social issues. Those involved in pure basic natural science research will not be eligible.

- Passed the review process of the training institution and functional committees of the VNU Hanoi.

- Have leadership potential in international issues.

III. Scholarship Application

- 01 original and 05 copies (unauthenticated) of the Vietnamese application documents submitted by the doctoral student to the training institution and functional committees of the VNU Hanoi for review.

- 01 original English version of the research documents submitted by the doctoral student to the training institution and functional committees of the VNU Hanoi for review.

- Both hard copies and scans are required. Candidates scan the original Vietnamese and English versions. Hard copies can be submitted via postal service or directly at the VNU Foundation’s office. Scan copies should be sent to the email: quyphattrien@vnu.edu.vn
