VNU worked with the Asian Development Bank on the investment project in the form of Public-Private Partnership

On the morning of November 2rd, 2022, in Hoa Lac, the Investment Promotion Department, in collaboration with the VNU Foundation and the Construction Department had a meeting with the Asian Development Bank (ADB) on the investment project in the form of Public-Private Partnership (referred to as PPP).
On VNU's side, there were the Director of the Investment Promotion Department/ Director of VNU Foundation Tran Thi Thanh Tu, Deputy Director of VNU Foundation Tran Kien, Deputy Director of the Cooperation and Development Department Truong Ngoc Kiem, Deputy Director of the Construction Department Nguyen Manh Cuong.
On the side of ADB, attending in person, were the Private Sector Development Specialist, specializing in PPP, Ms. Luong Thi Thanh Ngan, Senior Private Investment Specialist, Ms. Nguyen Thi Thanh Van, and joining online, from ADB headquarters in Manila, Philippines, were  Ms. Helen Steward and Mr. Henry Devys Senior PPP Specialist,

 
The Asian Development Bank (ADB) is an international financial institution, specializing in providing credits and technical assistance (TA) to assist Asian countries in poverty reduction and economic-social development. ADB, established in 1966, has its head office in Manila, Philippines, and by tradition, the president of the ADB is a Japanese national.
Talking to ADB experts, the Director of the Investment Promotion Department, Tran Thi Thanh Tu, shared about the overview of the VNU campus in Hoa Lac, and the list of projects expected to be implemented in the form of Public-Private Partnership (PPP). At the same time, she suggests opening up opportunities for cooperation between VNU and ADB. In particular, Assoc. Prof. Dr. Tran Thi Thanh Tu highly appreciated the consulting and technical support role of ADB experts for Vietnam in general and VNU in particular in promoting cooperation in the form of PPP in the field of education. Assoc. Prof. Tu cordially invites ADB to be a companion with VNU in the Investment Promotion Day scheduled to be held on December 10th, at VNU campus in Hoa Lac.

 
At the meeting, ADB experts shared about ADB's experience in advising and supporting the implementation of PPP projects in the field of education in Asian countries, transaction consulting services that ADB provided for project preparation, bidding to select investors for PPP projects. In addition, the loan officer in the health and education sectors also shared about the loan investment opportunities based on ADB's unsecured mechanism and ADB's support in building and developing VNU campus in Hoa Lac in the coming time.
 
ADB experts highly appreciate VNUs efforts in pioneering in attracting and investing in development investment projects in the field of education in the form of PPP. ADB is committed to supporting and advising VNU in the process of implementing PPP projects, through: (i) appointing experts to support and advise businesses since the preparation of the PreFS, FS project proposal and signing the contract to establish project enterprise, operation, and project delivery at the end of the PPP contract in the form of technical consulting service (TAS) contracts. When the PPP contract is successfully signed, the investor will pay the consulting fee to ADB, to preserve ADB's revolving fund. In case the PPP contract is not signed, ADB agrees to accept the risk and fully support the cost of this consultation.
In addition, ADB will also provide loans to Investors to implement PPP projects, if investors meet ADB's requirements. ADB has experience in providing cash flow-based loans (loans without collateral) to businesses especially the private sector to undertake PPP projects in developing countries. .
The two sides discussed and agreed on how to cooperate, coordinate and report to the top leadership between ADB and VNU so that cooperation can be implemented soon.
At the end of the meeting, the Director of the Investment Promotion Department, Tran Thi Thanh Tu, thanked ADB experts for their special attention and support to VNU in implementing PPP projects in the VNU campus in Hoa Lac. The companionship of a major Asian international financial institution will contribute to ensuring transparency, legality, and efficiency for PPP projects to be implemented at VNU in the near future.
